The Messengers is an organization focused on creating, managing, and maintaining a large system of covert communication networks throughout Ivykeep. While these networks are almost exclusively used by the Utopia Project and both organizations were developed roughly simultaneously, the two groups are entirely separate and disagreements between their respective managements have occasionally stalled resistance efforts. In return for access to the Messenger networks, resistance members provide assistance such as protective services and acquisition of parts and labour.

The Subnautic branch manages all of the organization's underwater activities. This includes UUSC production and manufacturing, sub-aqueous transportation, and seafloor cable control.
The Windlass Branch manages aerial antennas, air transport, and an intricate network of repeaters and signal boosters.
