Cuesta is a territory of Ivykeep, found on the northern cliff face of The Kingdom. The capital is the banking town of Rootstock, which along with Concourse, defines Cuesta as a commerce hub.

Cuesta has the largest elevation range of any territory, stretching from sea level all the way to I.A.D. It is mostly vertical, with settlements connected by the Cuesta line, precarious road and pathways, and the Lift. Major population centers include Rootstock, Concourse, and Waste Settling Fields.
