The Pavlov Incident was a disaster which took place when three genetically engineered pseudo-canine specimens escaped from M.K. Corral and attacked a nearby Chordist gathering. The attack resulted in twenty deaths and forty-three injuries, as well as leading to the formation of the Church Committee and the eventual destruction of the M.K. Corral research facility.

Prior to the development of the Pavlov Program, biomedical researchers at M.K Corral had discovered a method of extracting a chemical compound called Opiorphin from dog saliva. Opiorphin, branded as Opio, was an effective painkiller and researchers hoped to mass-market it as a more reliable alternative to herbalogical and Quinta based medicines. Unfortunately the extraction process was extremely inefficient, and researchers were placed under pressure from site higher-ups to streamline the process to ensure the program's profitability.

The Pavlov program aimed to target production inefficiencies by increasing the dogs' saliva volume and flow rate/consistency. The increased volume was achieved by selective breeding and genetic manipulation, resulting in larger pseudo-canines growing up to 15m tall. Increased flow was achieved through replication of experiments found in Tome 187, where the pseudo-canines were provided mental conditioning which subconsciously linked the sound of a bell ringing to the concept of food. This allowed the researchers greater control over the timing of saliva production and greatly optimized the Opio production process.

Just over three months into the Pavlov Program concerns were brought forth in regards to the mental health of the pseudo-canines. It was thought that despite their extensive modification and conditioning, the cramped and poorly lit reinforced holding cages were leading to lethargy, depression, and an overall decrease in saliva production.

Orders were carried out to construct a new holding area. This new design featured large skylights constructed from reinforced glass, improved ventilation, and no separation between the three specimens.

Transferral was without incident, and for three days specimen health and saliva production measured a drastic increase. The fourth day, however, corresponded with a Chordist holiday commemorating the dead and as such there was a large Chordist presence in the nearby Church of Empty Notes. At exactly noon, during scheduled Opiorphin extraction, the church tolled its steeple bells twelve times to mark the beginning of the ceremony. The sound of the bells travelled through the updated ventilation system and goaded the pseudo-canines into a frenzy, using each other as support to reach the skylight and break through the glass. The specimens travelled across the rooftops of the Corral before converging on the Church of Empty Notes, partially demolishing the building and entirely consuming the steeple.

After around thirty five minutes the local Utopia outpost fired a barrage of tranquilizer darts into the remains of the church, successfully sedating one specimen. Minutes later, M. K. Corral launched several rockets at the remaining pseudo-canines. The first few rockets missed entirely and severely damaged four residential buildings. The last rockets hit and killed the second specimen. The third specimen then fled, running to the outskirts of town and off the steep cliff into the ocean.

Corral guards tentatively approached the site and clashed briefly with the Resistance, who retreated. The guards retrieved both the dead and sedated specimens, returning them to the facility. They did not attempt to rescue any injured individuals.

The incident was widely reported on, with most accounts placing M.K. Corral in poor light. The Corral responded with a poorly written press release blaming the incident on Resistance infiltration attempts and accusing Resistance members of intentionally killing church-goers with tranquilizer darts. This response was largely mocked and led to a large increase in resistance support, as well as the creation of the Church Committee who sought to uncover the true nature of the Corral's activities. After their discovery that classified experiment details has been misfiled into publicly available financial records, the Church Committee released a 285 page report outlining the questionable ethics and procedures performed by Corral scientists. This catalyzed a final wave of Resistance support and culminated in a raid on the facility and the infamous Gunfight at the M.K. Corral.
